It was a switcheroo with the proposed Palestinian state being a "bantustan" patchwork of nonviable enclaves. Either way the Israelis would win. Either Arafat walked out as an obstacle to peace or the Israelis got the juicy pieces of Palestine with a few encircles Arab ghettos. The press were all primed to sell it either way... The way I hear it was Arafat was all ready to sign until he saw the map of the final state borders presented to him.
